Changes to the EDAS Archive

01-01-2004 -- Changed the EDAS from 80km to 40km and made the fields and levels the
            same as the ETA40 forecast.
10-07-2020 -- EDAS files with upward latent and sensible heat fluxes set to a 
            negative moved to old subdirectory (prior to 09 UTC 20 June 2006). 
            Create new EDAS files with upward latent and sensible heat fluxes 
            set to a positive.
